How it works in Tallinn

  1. District social departmentBefore moving into a care home, contact the social welfare department of the district where your relative is registered.
  2. Needs assessmentA social worker assesses whether 24-hour general care is the most suitable support.
  3. Choose KuudaYou choose the provider. Tell the social worker you would like Kuuda Care Home.
  4. The city pays the care costIn 2026 Tallinn pays the care cost up to €856 per month, but not more than the care home's price list.

If the pension is not enough

If the resident's income is below the average old-age pension, you can apply for a payment ability assessment at the district social department — the city helps cover the gap. Income and asset details are attached to the application.
